Here are the 10 countries selected by International Living newsletter in 1997 as the "best places to retire" based on such factors as cost of living, safety/stability, health care, and climate. Note that the countries appearing in this ranking and their order can change significantly from year to year. For example, the Philippines and Costa Rica, which rated highly in the 1996 rating, fell out of the top 10 in 1997, while Panama jumped in.
